Does anyone know if putting a 40MHz CPU in a 660AV will have any effect on the clock speed or even work? Would it require hardware modification or even function at all without some kind of 3rd party accelerator card? Thanks in advance!

Changing only the CPU wouldn't affect to the speed, as it would keep running at 25MHz. You'd have to overclock the board.

Thanks! Could I overclock the 660 to 40MHz with the 40MHz CPU or would I still be limited to 32MHz like it says there?

I'd say that 32MHz is the limit
